Why does writers make the heroine act unintelligently?

This episode really shows the big difference in the hero and heroine intelligence. If you are going to be hit by a runaway cart and there is time to get out of the way, why would go squat down in the middle of the street and scream???? I've watched until this episode and really want to like this drama but the heroine character is so annoying and spoiled. She tries to act smart but she just look more spoiled and unintelligent. (putting it mildly). I've watched many dramas with similar heroine characters that starts out naive and spoiled but eventually the character matures and gain some knowledge but she just become more selfish and childish. I had to stop watching this.
